On the afternoon of August 31, a signing ceremony for the second batch of cooperative projects between Gongyi City and the Henan Academy of Sciences was grandly held at the Gongyi Yingbin Hotel. Attendees included an Academician of the Chinese Academy of Sciences and the President of the Henan Academy of Sciences.

Guo Chengming, Secretary of the Gongyi Municipal Party Committee, along with the Party Leadership Group Secretary and Director of the Municipal People's Congress Standing Committee, attended the ceremony. A total of 220 people participated, including heads of the city's towns (and sub-districts) and relevant functional departments, as well as representatives from 113 enterprises. Cao Mingju, Chairman of People's Cable Group, spoke on behalf of the cooperating enterprises; drawing on the company's actual development experience, he shared the changes brought about by the "resident science and technology commissioner" mechanism and offered suggestions based on industry trends.

The Chairman noted that the cable and new materials industry is currently facing intensified competition, characterized by volatile raw material prices and severe "involution" (cutthroat competition) driven by product homogenization. Coupled with a shortage of high-end talent and slow progress in core technological breakthroughs, the traditional "go-it-alone" R&D model can no longer meet the demands for high-quality development. Since their arrival, the resident PhDs have embedded themselves in the production front lines and workshops, effectively solving practical technical challenges. They have successfully addressed pain points such as poor alignment with high-end technologies and high costs associated with R&D trial-and-error, while establishing an innovative model of "enterprises posing problems, research institutes providing solutions, and the market grading the results," thereby bridging the gap between scientific research and production.

In just a few months, the company has reached multiple cooperation agreements regarding aluminum alloy formula optimization, cable performance upgrades, and process quality and efficiency improvements, demonstrating the remarkable impact of science and technology empowerment. The initiative of "PhDs entering the workshop and research outcomes hitting the production line" is a powerful measure for the company's long-term development, rather than a short-term collaboration. By deploying research talent to the front lines, the initiative not only efficiently resolves production bottlenecks but also creates a high-quality platform for the practical application and commercialization of research findings. He suggested further expanding the coverage of science and technology commissioners so that more local enterprises can share in the dividends of local-academy scientific innovation. Traditional development models and low-end competition are no longer sustainable; only through continuous technological innovation and the deepening of industry-academia-research integration can enterprises move forward steadily and achieve long-term growth.

As early as April 24, 2026, the signing ceremony for the first batch of projects under the "PhDs to Workshops, Achievements to Production Lines" collaboration between Gongyi City and the Provincial Academy of Sciences was successfully held. Six PhDs were appointed as "resident technology specialists" at six key enterprises, including People's Cable Group and Kechuang Aluminum-based New Materials. Operating under the model of "talent based at the Academy, working at enterprises, and serving the industry," these researchers are deeply embedded in the front lines of production, ensuring substantive engagement rather than mere formalities or nominal roles. This model goes beyond simple personnel dispatch; it enables researchers to bring technologies directly to enterprises and return to the laboratory with industry-specific challenges. This creates a complete "demand-R&D-validation-transformation" closed loop, effectively bridging the gap between scientific achievements and their practical application.

This second signing ceremony marks another significant milestone in the collaboration between the Academy and the local government following their comprehensive strategic partnership established in April of this year. It will inject powerful technological momentum into the extension, supplementation, and strengthening of Gongyi’s three pillar industries—high-precision aluminum, new materials, and specialized equipment manufacturing—thereby driving the high-quality development of the local manufacturing sector.
