The World Energy Outlook -2017 Program for Sustainable Development reviews key energy-related elements of the 2030 Agenda for Sustainable Development, adopted by United Nations Member States in 2015. The three energy-related goals are: to achieve universal energy access to modern energy by 2030; to take urgent action to address climate change; and to significantly reduce emissions of pollutants that result in poor air quality. The program lists the policy priorities needed to achieve these goals, including increased support for low-carbon technologies such as nuclear technology, research and development and support for innovative technologies, and support for innovative market design.

In the context of sustainable development, by 2040 nuclear power generation will increase from 2,476 TWh in 2016 to 5,345 TWh. Electricity demand increased from 24,765 TWh in 2016 to 35,981 TWh and nuclear power supply accounted for 15%.

At present, the global nuclear industry has set a target of 25% of the global electricity demand by 2050, which requires that nuclear power generation capacity be doubled from the current level. China's sustained development in nuclear power will hopefully make her surpass the United States by 2030 as the world's largest nuclear power producer.
